These relations, arranged by the two Secretaries of State for War and for the Colonies, have reference to troops for Service in China and the garrison of this Colony.
As regards the troops for service in China, the arrangements since Your Excellency's assumption of the Command of the Forces, have been systematically neglected - I have never received a single report from the office in Command, and have been left to learn from Newspapers and public rumor, the arrivals, departures, and intermediate movements of the troops within my Government.
